NOTICE of Public Hearing on the Proposed Revision to the Allegheny County Portion of the Pennsylvania State Implementation Plan -- Attainment Demonstration for the Allegheny, PA Sulfur Dioxide (SO2) Nonattainment Area 2010 Standards. The Allegheny County Board of Health will hold a public hearing on Thursday, April 6, 2017, at 6:00 PM at the Allegheny County Health Department, Clack Health Center Bldg. 7, 301 39th St., Pittsburgh, PA 15201 to take testimony on the proposed revision to Allegheny County's portion of the State Implementation Plan (SIP) for SO2. The SIP revision demonstrates that the Allegheny, PA area will attain the 2010 SO2 National Ambient Air Quality Standards (NAAQS) by Oct. 2018, based on pollutant emission reductions and air dispersion modeling for industrial facilities within the Monongahela Valley. This revision will be submitted to EPA for approval as a SIP revision. Copies of the proposed SIP revision may be examined beginning Tuesday, March 7, 2017, at the Allegheny County Health Department, Clack Health Center Bldg. 7, Document Control Room, from 8:30 AM until 4:00 PM, Monday through Friday; on the Allegheny County Health Department web site: www.achd.net . Oral testimony must be pre-scheduled by calling 412-578-8120 no less than 24 hours in advance of the public hearing. Speakers will be limited to five minutes and should bring a written copy of their comments to the hearing. TOWNSHIP OF WILKINS NOTICE OF PUBLIC HEARING The Wilkins Township Board of Commissioners shall hold a public hearing on Monday, March 13, 2017 beginning at 6:45 PM at the Irene J. Pohl Municipal Building, 110 Peffer Road, Turtle Creek, PA 15145 for the purpose of hearing public comments on the request made by S&D Shah Incorporated for a modification from the stormwater management provisions of the Subdivision and Land Development Ordinance. The requested modification would relax the following requirement: "For projects that add impervious area to a parcel, the total impervious area on the parcel is subject to the requirements of this section." (See 148-24(C).1(e)(3) of the SALDO). The subject property is the Sunoco Gas Station located at 3406 William Penn Highway. The Wilkins Township Planning Commission recommended that the Board of Commissioners approve the modification because the addition of impervious surface is less than 2,000 square feet, the proposed stormwater capture rate will be improved from 0% to about 40% and the topography of the site limits additional stormwater detention methods.
