TOWNSHIP OF RICHLAND SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Board of Supervisors of the Township of Richland (Allegheny County), Pennsylvania, will consider, at a meeting to be held on Wednesday, March 15, 2017 at 7:00 p.m. or at such other time and date, properly advertised, as the Board of Supervisors may determine, no later than thirty (30) days following publication of this notice, in the Municipal Assembly Room, Richland Township Municipal Building, 4019 Dickey Road, Gibsonia, Pennsylvania, the enactment of an ordinance authorizing nonelectoral debt consisting of General Obligation Bonds, Series of 2017 (the "Bonds") in an estimated principal amount of $6,500,000 and summarized as follows: Article 1 defines certain terms, including the Bonds and the Project which consists generally of payment of the costs of: (a) the current refunding of the Township's outstanding General Obligation Bonds, Refunding Series A of 2012 and General Obligation Bonds, Refunding Series B of 2012, and (b) issuing the Bonds. ENVIRONMENTAL QUALITY BOARD NOTICE OF PUBLIC HEARINGS Proposed Rescission of Air Quality Regulations Gasoline Volatility Requirements (25 Pa. Code Chapters 121 and 126) The Environmental Quality Board (Board) will hold three public hearings for the purpose of accepting comments on the proposed rulemaking to rescind 25 Pa. Code Chapter 126, Subchapter C (relating to gasoline volatility requirements) to delete requirements for gasoline with a Reid vapor pressure (RVP) of 7.8 pounds per square inch (psi) or less (low RVP gasoline) to be sold or transferred into or within the Pittsburgh-Beaver Valley Area between May 1 and September 15 of each year. The Pittsburgh-Beaver Valley Area includes Allegheny, Armstrong, Beaver, Butler, Fayette, Washington and Westmoreland Counties. This proposed rulemaking will also delete terms and definitions from 25 Pa. Code § 121.1 (relating to definitions) that only support Chapter 126, Subchapter C. This proposed rulemaking is mandated by the act of May 14, 2014 (P.L. 674, No. 50) (Act 50). If published as a final-form rulemaking, this proposed rulemaking will be submitted to the EPA for approval as a revision to the Commonwealth's State Implementation Plan (SIP). The Commonwealth is required to ensure that the rescission of Chapter 126, Subchapter C complies with section 110(l) of the Clean Air Act (CAA) (42 U.S.C.A. § 7410(l)) (Non-Interference Clause). The Non-Interference Clause requires that the Administrator of the U.S. Environmental Protection Agency (EPA) not approve a SIP revision if the revision would interfere with any applicable requirement concerning attainment of a National Ambient Air Quality Standard (NAAQS) or reasonable further progress in attaining a NAAQS, or any other applicable requirement of the CAA. The Department intends to demonstrate noninterference to the EPA through using "commensurate emission reductions," as mandated by Act 50. The Department is proceeding with the demonstration of continued compliance with the applicable NAAQS through the use of commensurate emission reductions separately from this proposed action of rescinding Chapter 126, Subchapter C. WILKINSBURG BOROUGH SCHOOL DISTRICT SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Board of School Directors of the Wilkinsburg Borough School District will consider, at a meeting to be held on Tuesday, February 28, 2017 at 7:00 p.m. in the Administrative Building of the Wilkinsburg Borough School District, 718 Wallace Avenue, Wilkinsburg, PA, or at such other time and place as the Board of School Directors may determine, within thirty (30) days of the publication of this notice, the adoption of a resolution (the "Amending Resolution") amending the resolution adopted on May 24, 2016 (the "Prior Resolution"), related to the incurrence of non-electoral debt. The amendment is summarized as follows: Section 1 amends Section 11.01 of the Prior Resolution to change the description of an "acceptable" Purchase Proposal to provide that such proposal indicates that the Bonds will bear interest at such rates as shall produce debt service savings, in respect of the refunding of the Prior Bonds, of at least $100,000, calculated on a present value basis, after allowance for allocable costs of issuance. Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that Flexitrol Lighting Company (Flexitrol) is submitting to the Pennsylvania Department of Environmental Protection a Notice of Intent to Remediate a site located at 311 East Main Street, Carnegie Borough, Allegheny County, Pennsylvania (site). This Notice of Intent to Remediate states that the site is impacted by chlorinated volatile organic compounds associated with a dry cleaning solvents that were historically used at the site. Flexitrol has indicated that the proposed remediation measures will be pathway elimination. The planned future use of the property commercial. Flexitrol plans to use a combination of the statewide health and site-specific standards at the site. The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Until March 27, 2017, Carnegie Borough may submit a request to Flexitrol to be involved in the development of the remediation plan for the site. Carnegie Borough may also submit a request to Flexitrol during this 30-day comment period to develop and implement a public involvement plan.
